Over the last decade Europe has seen a significant increase in the size of its prison population. Drug users form a large part of the overall prison population. There is growing evidence of links between young people’s drug use and offending behaviour. The EU Action Plan on Drugs 2013-2016 aims to enhance effective judicial cooperation and legislation within the EU, calling for Member States to provide alternatives to coercive sanctions (such as education, treatment, rehabilitation, aftercare and social integration) for drug-using offenders where it is appropriate and in accordance with their legal frameworks. In response to these needs, the ReWIND project is focused on the research of best practices in rehabilitation treatment for young drug users in prison (or alternative services to detention). The project will include a pilot test in Italy which will be integrated with other best practices which have been identified in the initial phase of the project and aims to develop a program targeting young drug using offenders. |
